This vintage Charmkins charm is Sweet Beth, she's still factory sealed in the plastic blister pack on the original backcard. Sweet Beth hangs from a white hair comb with red hearts.
Sweet Beth has a loop at the top of her head to hang from the hair comb or other hangers, and she also a hole on the bottom so she can stand on the pieces with peg or the Charmkins Jewelry Carry Case.
The backcard is a little warped, as shown in the last photo, but is otherwise in good vintage condition. The back of the package is dated "1984."
